Pagbabalik Ng Parusang Bitay Bago Mag-Pasko Tiniyak Ng Kamara.

Pursigido talaga ang Liderato ng Kamara na maipasa bago mag-Pasko ang mga panukalang pagbuhay sa death penalty at pagpapababa sa edad ng criminal responsibility.
Ito’y sa kabila ng pagkontra ng ilang mga grupo, na lumabas sa mga nakalipas na pagdinig ng concerned committees ng kapulungan.
Ayon kay House Speaker Pantaleon Alvarez, batay sa pakikipag-pulong nila kay Pangulong Rodrigo Duterte, ipinaalala nito ang priority bills na dapat unahin ng Kongreso.
Sinabi ni Alvarez na balak ng Mababang Kapulungan na aprubahan ang restortation ng death penalty at pagbabago sa edad ng criminal liability ng mga kabataan bago ang Christmas break ng 17th Congress.

Duterte Admin, Nakakuha Ng Mataas Na Satisfaction Rating Sa Latest SWS Survey


Nakakuha ng +66% o “very good” na net satisfaction rating ang administrasyon ni Pangulong Rodrigo Duterte sa unang tatlong buwan niya sa pwesto. Sa latest survey ng Social Weather Stations na isinagawa noong September 24 hanggang 27, 75% ng mga respondents ang nagsabing sila ay satisfied sa general performance ng administrasyon, 17%

DepEd statement on teachers’ year-end bonuses and PBB

The Department of Education (DepEd) would like to shed light on reports regarding the “unprecedented amount” of bonuses allotted for public school teachers before 2016 ends.

DepEd teachers have long been receiving a year-end bonus equivalent to one month salary, as mandated by Republic Act 6686 and Republic Act 8441. This was further strengthened by Executive Order 201, series 2016.

An annual additional cash gift worth P5,000 was also mandated by EO 201, and is set to be given in November – along with the year-end bonus.

The performance-based bonus (PBB) for 2015, (Department Order 56, series of 2016) is scheduled to be released also in November this year, following DepEd’s submission of requirements to the Department of Budget and Management (DMB). The value of PBB ranges from P5,000 to P35,000 – depending on the teacher’s ranking, performance, or contribution to the accomplishments of the Department’s overall targets.

Beginning this year, a productivity enhancement incentive (PEI) amounting to P5,000 will also be received by teachers in December. Per Section 6 of EO 201, all qualified government employees are entitled to the said amount.

The aforementioned figures are standard to the mandates of the Department, and consistent to the incentives received and still to be received by our teachers.

DepEd looks to research pros for help

THE DEPARTMENT of Education (DepEd) has tapped four academicians, most of them from the University of the Philippines (UP), to conduct research on issues affecting the education sector.

In a recent memorandum, Education Secretary Leonor Briones urged DepEd officials to cooperate with the four new consultants and assist them as they conduct their research aimed at improving the delivery of department services.
“The DepEd recognizes the need for further research on specific issues affecting the education sector,” she said, as the reason for engaging the services of Dr. Proserpina D. Tapales, Dr. Jennifer Romero Llaguno, Dr. Jocelyn Cuaresma and certified public accountant Leilani Galvez.

Tapales is an expert in local governance being a retired professor from the UP National College of Public Administration and Governance (NCPAG) and a doctor of philosophy in Political Science who obtained her doctorate degree from Northern Illinois University.

Cuaresma is an associate professor at NCPAG and served as executive director in the Office of the President. She has authored books on local governance which were published by the Institute of Development Policy and Management of the University of Manchester in the United Kingdom and the Institute of Southeast Asian Studies of the National University of Singapore.

Llaguno is a senior fellow at the Institute for Studies of Asian Church and Culture, Department of English and Comparative Literature and has authored numerous scholarly writings on women’s issues.

Galvez, apart from being a CPA, has earned Masters in Public Administration units and served in a number of executive and legislative offices, including the Office of Political Affairs under the Office of the President, Ministry of Tourism and House of Representatives Office of the Deputy Speaker.

Deped adamant: No ‘oplan tokhang’ in schools

Education Secretary Leonor Briones is standing firm on her previous announcement that no schools will be subjected to the ongoing door-to-door campaign to root out drug abusers although the Philippine National Police is welcome to help strengthen the department’s drug education program. In a statement, 

Briones that said the Department of Education (DepEd) was fully supportive of the PNP campaign against illegal drugs but “Oplan Tokhang” has no place in schools and other educational institutions. “Both DepEd and the PNP recognize and implement the long-standing policy that prohibits—with or without the drug problem—police and military personnel from entering school grounds,” she added. 

Briones clarified that the inclusion of schools in the police’s anti-illegal drugs campaign referred to the collaboration between them to strengthen the syllabus on drug education. “They (PNP) will help in the drug education program because they have a lot of stories to tell; they have the expertise on the dangers of drugs,” said Briones, adding that policemen may be invited to schools to give briefings.

 In July, she declared that one of the first undertakings of the DepEd under her leadership was to review and strengthen the syllabus on drug education and possibly introduce a separate subject in line with President Duterte’s antidrug policy. 

This includes teaching students about the consequences of drug addiction and practical lessons on how to spot drug pushers, among others.
